The riot Tuesday started as a fight between detainees from rival gangs and spread to the detention center’s outdoor yard, said Virginia Kice, a spokeswoman for U.S. Immigration and Customs Enforcement.

Nearby sheriff’s stations sent additional deputies to separate the detainees. The brawl was diffused “within minutes” after tear gas was used, said sheriff’s spokesman Steve Whitmore.
Fights among incarcerated gang members periodically break out at state jails, prisons and immigrant detention facilities, sometimes sparking riots.

The federal Department of Homeland Security contracts with the Los Angeles County Sheriff’s Department to staff and manage the Mira Loma Detention Center in Lancaster, which holds about 900 detainees who are in the process of being deported or awaiting resolution of their cases in immigration courts.

Ten detainees were treated for injuries, including two who suffered serious head injuries.
Sheriff’s officials will evaluate how Mira Loma guards separate detainees based on gang affiliation, Whitmore said. About 45 detainees involved in the riot have been identified as suspected gang members and moved to other federal facilities.

President Bush joins the leaders of Mexico and Canada in New Orleans (WND photo)

NEW ORLEANS – As the fourth annual summit of the Security and Prosperity Partnership of North America begins in New Orleans, the White House is engaged in a public relations campaign to reposition the meeting away from the controversial issue of continental integration.

The “North American Leaders Summit,:” as it is called, appears designed to create photo opportunities showing President Bush with Mexico’s President Felipe Caldron and Canada’s Prime Minister Stephen Harper rather than emphasize the trilateral cooperation that was the centerpiece of previous SPP summit meetings.

As WND reported, the SPP has engendered an increasing number of critics who see the intercontinental group as a North American Free Trade Agreement-plus arrangement that could easily lead to the creation of a North American Union by pursuing the same path of regulatory and bureaucratic integration used in Europe to create the European Union.

A press release on the White House website notes Bush, Caldron and Harper are meeting in New Orleans to “review progress and continued cooperation under the Security and Prosperity Partnership,” yet no update for the New Orleans meeting has been put on the SPP homepage, maintained by the U.S. Department of Commerce.

Even the logo on the event’s media guide has no reference to the SPP, presenting instead an image of a riverboat and the flags of the U.S.,Canada, and Mexico.

The riverboat logo appears currently on no government website or local Louisiana website created for the event.

Nevertheless, the media advisory distributed to the press has time blocked out today for the SPP working group bureaucrats and leaders of the three nations to meet with the North American Competitiveness Council, or NACC.

As WND reported, the NACC is a group of 30 multi-national corporations handpicked by the chambers of commerce in the three countries to provide closed-door advice to the 20 trilateral bureaucratic working groups assigned to “integrate” and “harmonize” North American regulations over a wide range of public policy areas.

The third annual SPP summit held last August in Montebello, Quebec, placed the attending media from the three nations in a commonly shared press area, with separate rooms for each nation.

In New Orleans, the media of the three countries were separated physically into different locations, with separate press advisories indicating which events were open to which country’s media.

Much of the agenda in New Orleans appears dominated by bilateral events, compared to previous SPP meetings where trilateral meetings were the emphasis.

For instance, the meeting agenda indicated a bilateral meeting today for Bush with Mexico’s Calderon, followed immediately by a separate bilateral meeting between Bush and Canada’s Harper.

The first trilateral meeting scheduled involved a reception at the U.S. Chamber of Commerce in New Orleans, followed by a private dinner, closed to the press, between the three heads of state.

In keeping with bilateral theme, Bush and Calderon began the “leaders meeting,” going directly from their arrivals at New Orleans airport to a U.S.-Mexico ceremony reopening the Mexican consulate in New Orleans. Harper did not attend.

The Mexican government closed the consulate in 2002, when budget cuts in Mexico forced scaling back expenditures.

The New Orleans Times-Picayune reported that rebuilding after Hurricane Katrina has led to an influx of 30,000 Mexican nationals in southeastern Louisiana.

The Mexican nationals in Louisiana have had to rely on the Mexican consulate in Houston prior to the reopening of the New Orleans consulate.

The press covering the Mexican consulate reopening was dominated by Mexican local radio, print and television news reporters, with U.S. coverage limited primarily to pool reporting from the White House press corps.

At the opening ceremony, Bush stressed, “I chose New Orleans for our meetings with Mexico and Canada because I wanted to send a clear signal to the people of my country that New Orleans is open for business.”

In his remarks at the consulate opening, Bush did not mention the SPP, commenting instead that reopening the consulate is “a good sign, because we celebrate the values that cause Mexico and the United States to be friends – values like family, and faith and culture.”

Similarly, Calderon neglected to mention SPP by name, commenting only that he believed the reopening of the consulate would lead to greater security and prosperity between the two nations.

The reopening of the Mexican Consulate was attended by New Orleans Mayor Ray Nagin and Louisiana Gov. Bobby Jindal.

The Security and Prosperity Partnership of North America was first declared March 23, 2005, at the conclusion of a Waco, Texas, summit between Bush and Mexico’s then-President Vicente Fox and Canada’s then-Prime Minister Paul Martin.

Bush opens SPP summit

Despite the official denials, the snickering and the ridicule, the process continues. The president, himself, may be just a pawn in a much bigger game being played by geo-political forces that also do not exist – officially.

These forces have created the Constitution for America’s Union. The bigger game includes six such “unions,” all of which are to function under a “reformed” United Nations. It is important to note that among all the websites linked to this Constitution for America’s Union, it is impossible to identify the individuals, or the organizations that are responsible for the initiative. There is only a postal address in Sidney, Australia.

It is extremely significant, however, that several recognizable non-government organizations are identified as “dedicated to helping.” It should come as no surprise that the Clinton Global Initiative is among these NGOs. The Clintons have long been advocates of global governance.

Since there is no effort to create a North American Union, or global governance, according to Mr. Bush and many leading pundits, there could not possibly be an official blueprint for global governance produced by the U.N.-funded Commission on Global Governance in 1995. Nor is there an official U.N. Millennium Declaration that describes – in flowery U.N. ambiguity – the goals of global governance.

Even though U.S. officials pretend they do not exist, these documents are important because they pave the way for the Constitution of the Americas, and the other five global “unions.” They all advocate the same end goal: global governance. The North American Union is but one extremely important step toward this ultimate goal.

The Constitution for Americas’ Union is the most explicit statement of goals yet made public. It is so extreme that a casual reading would likely result in immediate dismissal by Americans who still have some knowledge and appreciation of the U.S. Constitution. Who, in his right mind, would support a document that created a “supreme council,” of selected individuals to advise the “secretary general” of the Americas?

This proposed constitution bestows the rights, not only to life, liberty and the pursuit of happiness, but also the right to adequate housing, a job, food and good health. It would abolish the concept of taxation and impose, instead, a system of voluntary giving determined by the wealth and productivity of each individual. Those who produce wealth would “give” more than those who do not. Those who do not produce wealth have a government-bestowed “right” to receive housing, food and living expenses provided “voluntarily” by those who do produce wealth. To ensure that the “voluntary” gifts are adequate, the constitution authorizes the government to impose fees for the services it renders, which may be applied selectively to those who “have,” and not applied to those who “have not.”

The system of governance created by this proposed constitution could not possibly be communism, because the government is advised by a “supreme council,” not a “supreme soviet.” Moreover, its supreme authority is a “secretary general,” after the fashion of the benevolent United Nations, not by a “president.”

Each “system” of government would have a “supreme director” of the following: Planning; building and construction; culture and entertainment; education; employment; energy; finance; fitness and health; eco systems; justice and many, many more. Each “supreme director” would be appointed by the secretary general, and would have “sole authority” over all aspects of his domain.

This proposed constitution is a wish list for the utopian one-world government pursued by some for more than a century. While officials scoff at such notions, the world continues to move closer and closer to the procedures and belief systems espoused by these advocates. While there may be no “official” connections between this proposed Constitution of America’s Union and the official Security and Prosperity Partnership, many of the goals are the same.

Could we get inside the various working groups, and the various NGOs that support these goals, it would not be at all surprising to learn that many of the individuals are participants in both. In fact, where discoveries have been made through Freedom of Information investigations, NGOs such as the Council on Foreign Relations, and their individual members, do participate in the working groups and processes of the SPP.

Whether “official” or not, the SPP is moving toward a North American Union that meets many of the objectives of the Constitution of America’s Union. Mr. Bush, and others, can deny, deny, deny. All their bluster and ridicule combined cannot erase the clear facts that exist for all to see. This process will continue to march forward unless we all rise up to stop it.

Less than two weeks after Minnesota’s I-35W Mississippi River bridge (officially designated Bridge 9340) collapsed, “secret” plans have emerged to expand the eight-lane, 1,900-foot bridge into a 10 lane super-corridor bridge. The expansion and reinforcement will allow for an influx of commercial traffic due to NASCO, a group dedicated to implementing “Tri-National Advocacy for Efficient Secure and Environmentally Conscious Trade & Transportation.”

Two days prior to the I-35 bridge collapse (I-35 is the NASCO Super-Corridor/Super Highway) Dick Cheney lied and stated, “The administration is not engaged in a secret plan to create a ‘NAFTA super highway.” Just by chance, NASCO removed the following picture from its official website prior to Cheney’s remarks.

The picture shows the crucial points in Mexico where goods will be offloaded then shipped up throughout the US via I-35 and then sent northward into Canada. The I-35 Bridge needed to be replaced before full implementation of this plan.

“NAFTA MAP” and “Corridor” reveal the fact that Dick Cheney is absolutely lying. The NASCO Super-Corridor is in fact, the NAFTA Superhighway. I-35 is the NAFTA Superhighway.

While officials at first claimed they had no idea how or why the bridge collapsed, it later came out that “Minnesota officials acknowledged they were warned as early as 1990, that the eight-lane bridge had been labeled “structurally deficient.” Inspectors designated the bridge as such because of significant corrosion in its bearings. And in the 1990s, additional inspections found fatigue cracks.”

Of course, they did nothing and as such, no restrictions were placed on trucks transporting international goods in excess of 100,000 pounds at a time across the failing bridge, even at a time when the bridge was supporting the weight of several construction trucks parked on the expanse as part of a repaving operation.

So yes, when the bridge collapsed, it was under construction with 4 of it’s 8 lanes closed and Homeland Security reached the scene quickly. Had the bridge been fully functional when it collapsed, the death toll would have been much higher.

It should now be expected that emergency FEDERAL MONEY will be used to rebuild the I-35 bridge, from the feeble 40+ year old crossing into a state of the art extension of the NASCO/NAFTA super highway/super corridor transportation system.

Welcome America, to the North American Union, where American lives are not only willingly, but happily exchanged for cheap goods from China.

Oklahoma’s Mick Cornett is now backtracking on his stance and signature upon documents and ideals set in motion to integrate America with it’s North American counterparts, Mexico and Canada. Regardless of Conett’s statements, this was all done by decree of the Council on Foreign Relations, the same globalist body that has moved to create SPP (The Security and Properity Partnership of North America), or the framework of the coming North American Union.

Oklahoma City Mayor Mick Cornett has repudiated his signing in 2004 of a document described as “The Declaration of North American Integration.”

Cornett has now gone on record and stated, “I do not favor the North American Union… It was a pretty stupid thing to get involved with three years ago. I don’t necessarily remember what I was thinking at the time, but I can speak for now and I do not favor a North American Union.”

The Federal Highway Administration is pushing both public and private partnership projects to expand superhighway projects, including the extending of the Trans-Texas Corridor network northward.
